Program Strategy cards?

How can I get a program Strategy card? Do they even exist? All I have is the "varsity" card which seems pretty useless.

Yeah, I believe program strategy cards are all the Most Feared, etc cards.  I just checked and that's what appears for me under that section.

Those are only for programs and only last till the holiday is over. MF ones should be done on 11/1
