It's because of EA basically messing up the Legends program so far this year.

Because they're (1) the only types of cards that can go into Power Up paths at present, and (2) it's now the case that you need to add every release for each Legend to his respective Power Up path to complete it, it's basically a licence for people to print money - Madden coins style - at the moment.
