I was having problems and finally just got in. Not sure if it was pure luck or if this would work for anybody else:

Click on franchise Download Center. That logged me in, then I backed out to main menu, clicked on Ultimate Team, and it let me right in.

Im on Xbox and it says Xbox network is down every time I get on
