You can utilize the "Gadget at HB" player package to get Deion in the backfield. Just make sure you've placed him (or your fastest / highest COD card) at the Gadget spot under the Specialists tab, then it's simply a matter of going into whatever formation you wish to run and using the right stick to click it until you notice the package you are searching for.
Make sure you spend ~10-15 minutes per day in practice mode, OFFENSE ONLY, until you've gotten comfortable with the whole Speed Boost nonsense. It's ridiculously elite. Any card or player with 90+ COD can speed boost, but it helps to have Human Joystick ability on your player(s). It's still possible to speed boost without HJS, but it certainly makes our life easier and more consistent being able to trigger that.
Using the speed boost stuff will turn basically any card into that elite style ball carrier. This is the way.
