On 93 Calais Campbell I want to use Colossus X-Factor, its locked and the requirement says "achieve 96 power moves". With chems and strategy items his PMV is up to a 99 so I assume it means for that stat to be upgraded a different way. Does anyone know how to do this?

His base attributes have to be 96 I believe. It’s terrible they do this.

This is correct. The only instances where you can unlock certain abilities is on items where any Upgrade Tokens can get you above the thresholds. The chemistries won’t count toward the requirement to unlock.
