Donovan Jackson's second ability bucket says that in order to unlock the omniscient ability, you need to achieve 94 awareness. I have him up to 95 awareness through chem and strat boosts but it's still not unlocked.
His base has to be a 94, sorry man.
That goes for any player on any required stat.. it must be their base/stock rating that hits the minimum threshold for a specific ability.
