Is this bugged for anybody else? I cannot start the challenge, I get booted to the main menu.

I could do all the challenges before and after but this one is bugged. No Poe for me I guess

You're incorrect about Poe. You can claim the card with 115 stars. If you've completed every other Ghost challenge with maximum stars, you will get Poe.
