Breakout sets

This may come across as a stupid question but how come we cant use weekly spotlight tokens or whatever they are called on the breakout sets but we can use them for others?  Because man i would love to have one of those 91s

Weekly Spotlight tokens are used on the programs that release weekly (Legends, TOTW, Collector’s Series) hence the name.

But also EA doesn’t want the new champs price to be way too low.
