Which players can I use these things on? I have Kupp maxed on them, but having trouble finding anyone else to use them on.

You can use it on any of the Season 3 players. You get a pack with your choice of 5 about every 10 levels in Seasons.

Correct. You can tell because they all have purple card art. For reference, it is Creed Humphrey, Kyle Juszczyk, Cooper Kupp, Will Anderson Jr, and Jessie Bates. You can also use S3 upgrade tokens on any of the 85 ovr Rivals players.
