Good start. Run solos and level up so you get 98/99s. 

Check some of QD (QuandariousDingle) past posts for budget players that will improve your team.

Once you get some coin, find sets that give you NCATs back that have like 2/3 players that are upgrades to you do the set, sell the masters so the NCATs are much cheaper.
