TOTW add a card to 79 players

Just so I understand.  I have a 79 over TOTW player and in order to get him to 84, I have to buy an 84 and add it to this card to make it an 84?  WTF kind of scam is that?

Not a big deal here. Just think of it as paying for a 84 card to get an 84, the 79 card is a non factor (5-8k coins)
