Do theme team boosts stack in squads?

Title. I know they USED to, but I haven't seen where it would now. But others are saying they do...

everyone seems to think they do but I personally do not. Last year me and my buddy tried and in the Superbowl our theme team kick returner showed with only receiving a single  +2 boost to speed not the +4 it should. I feel as though in years where the boosts definitely did stack we saw much higher boosted overall cards in the top 3. I specifically remember seeing a 99 overall Bradley Chubb before the end of September in squads. 

That being said I do believe that (at least last year) promo theme teams stack. such as the superbowl theme team from last year etc.

I gotta assume it EA basically doing the ol carrot and stick to try to get people to buy new cards
