Can Any Non-Center Be Boosted to 99 OVR at Center Position?

Sugar Rush Travis Frederick is a stock 98 OVR Center that can be boosted to 99 OVR with just +1 AWR. Fan Appreciation Larry Little has 99's at STR, AWR, PBK, PBP, PBF, RBK, RBP, RBF, IBL, and LBK, and has better physical measurables at ACC, AGI, COD, and SPD. Even so, he's only 97 OVR at Center. The only other relevant measurables that differ are height (three inches shorter) and weight (53 pounds lighter).

Cameron Jordan lists at 99 OVR at Center according to MUT.gg (but only 96 OVR at Defensive Tackle). Is there no way of boosting a non-Center to 99 OVR?

The ltd cam jordan is 99 at pretty much every position except dt lol. He is a gold 99 at center and he has vanguard
