Surge Motivator Chems

Hello

Can anyone explain this to me? Feels super random.

The 92 of each respective team can get 2x all motivator chems.

Some 99s can get specific motivator chems, some 99s cant get any motivator chems whatsoever. Why?

Also, what is the way to go here?

I run a Giants TT, I have Andrew Thomas and Dru Phlips that can get 2x each chem. Then I have Larry Allen, Steve Smith, Pat Tillman and Warren Sapp.
What Chems to chose?

The whole thing seems very confusing to me.

Any inputs appreciated.

After spending a few days to think about it. Atleast for my team, Im gonna go with the KO surge.

I dont feel I need the boosts from the Passing Surge so that was an easy no.

I dont play competively so I dont run an RPO offense with Vanguard so the Power Surge wasnt that appealing. This one does give +3 STR for the first two tiers.

It was really between the Tackle Surge and the KO Surge.

With my team I didnt feel the BSH, POW & TAK was worth it.

I liked the KO surge becuase the ZCV will boast my rushing linebackers that occansionly drop into coverage. I also liked the combo of AGI/SPD/ACC to boast all the team.

I run a 50/50 TT.
