When does EA usually drop rookie premier, and how expensive should I expect it to be to get a lot of players for 26?
Normally around late June/early July
EA varies a lot per year on these so it’s hard to tell how much money you need to spend
Last year it cost 4 99 OVR program players + some field pass tokens to end up with 2

Last year EA did everything in their power to ensure we were forced to log in each and every single day, throughout the months of June (maybe even into July) to deal with the Rookie Premier bullshit, only for them to yet again botch the content rollout. We invest so much time, money, resources and effort into securing these cards so we're as prepared as we can be for next Madden launch, only for EA to demonstrate they could not give a flying fuck about the state of the game. They're only concerned with engagement numbers and of course, revenue.
I don't know what my point is/was, but i guess to temper our expectations. Even if we complete everything, by the time they deliver Rookie Premier content to our accounts, it'll be of minimal value -- based on prior experience. MAYBE they'll figure it out this year, but highly doubtful. To suggest these people are clueless and borderline incompetent is a massive understatement. The guy in charge couldn't block his way out of a wet paperbag, he's without a doubt unqualified to be the head of a major video game studio.
