no it has not, only a select few developer GTs and Dom's CB Randy Moss got all 32. I'm pretty sure this year you are allowed to add one extra team chem that they dont have tho. but not all 32

I'm not sure that is the case, i'm not familiar with Golden Tickets getting all 32 team chems, in fact i cannot think of this ever happening in the past.
