You're in luck, there's some potential if you are a little patient and know what to look for, but yes you can certainly field a fairly competitive team that can compete with most high end squads.  Unless you have a ton of Combine upgrade tokens, those are going to be somewhat limited, but do your Solo Challenges to get that one token.  Don't snooze on those 93 OVR Combine cards, which get discounted abilities and do not require any upgrade tokens.
