Like if i put it on 3 of them do they get +3 rush points each on 3/4 down?

Yes it stacks, although having full pass rush points doesn’t help as much as you would think.

Yes, absolutely!  It's typically only valuable if you are using D-line with DoN or perhaps Bull Rush, any abilities that can help to guarantee dominant moves/wins when pass rush points are filled up.
