Who knows how/when things actually trigger, but broadly speaking, yes No Outsiders will (or should) trigger against any type of run that is outside of the tackles, versus Inside Stuff, which is against runs between the tackles -- that's my dumbed down way i prefer to think of it. However, things liek Run Protector and now Secure Protector will absolutely counter these abilities, somewhat diminishing their value.
I have dual Inside Stuff on both DTs (Von Miller & Arik Armstead) while keeping No Outsiders on both edge rushers, as well as both outside Linebackers (in case i need to play some 4-3 Even 6-1 or 3-4 Odd), mostly because it's annoying to have to defend against the run and i inevitably pass commit on 90+% of plays. It's a passing league, after all.
As is the conversation with offensive lineman needing resistence points, it's the same concept on defense. Which is why there's run stopping itself, outside and inside stuffs. You need points to both stop the run and rush the pass. Outside stuffs should always trigger on any outside run play, but actually shedding the block is dependant on points available, ie defensive rally, me big stop, etc.
