Anyone else have the problem that no matter the quality of the throw, if a defender is close to the receiver, their QB will throw it to the defender instead of the receiver?

Yes, typically this is a result of the Gunslinger ability. HOWEVER, i still think it makes sense, as Gunslinger (and getting the ball out quickly) is potentially THE most important ability in the entire game. YMMV, but doubtful.
What passing mechanic / settings are you using? I'm on Placement & Accuracy (as most should be), but i regularly pass lead the ball DOWN (and away) to try and help counter this. And only slightly related, but make sure you have Gift-Wrapped on yer QB.
I've had perfect "blue" passes that go directly to the defender. It's maddening, no pun intended.
