How is the cover 4 looper out of dollar the best run stopping defense in the game?

The off tackle out of gun bunch TE works pretty well against it (unless they shoot the gap). 

Also, if you block the RB and slide away from the RB, theres a pocket (opposite of looper) where you can step up and sneak out of with your QB. Add truzz, and this forces your opponent to QB spy.
