If you get DeAndre or Jalen fully max, with the final upgrade slot filled via a full 95 OVR, then yes you can upgrade either Chiefs or fEagles players. It's identical to the Stocking Stuffer boosts. EA lazy, they're just reusing content.

   • Pass Defense: +1 AWR, +2 FMV, +1 TAK, +1 ZCV, +1 PMV
4. Jalen Carter (DT)
   This item comes with Eagles Stocking Stuffer Motivator Chemistry Options (boosts all Eagles):
   • Power Run: +1 STR, +2 RBK, +1 TRK, +1 RBP, +1 RBF
   • Pro Passing: +1 STR, +2 PBK, +1 PBP, +1 PBF, +1 MRR

Right now everyone should be able to achieve any one (1) of the above to fully upgraded status.  Hope that helps a bit.

But will be able to get more tokens to upgrade another player? Since we need 2 to get the bonus? I kmow we have another super bowl release that includes a new Hurts mvp card, maybe new challenges or some solo seasons thing? Does anyone know if EA has explained this? Or if it's just glitches and supposed to be any 95 ]layer?

Not that I'm aware of, although EA rarely communicates much of anything. In order to get both boosts from DeAndre Hopkins I had to add Emmitt Smith. For Reggie, I just paired him with the 49ers Stocking Stuffer, Malik Mustafa. That's the only way I've figured to get four boosts across two theme teams. 

EA basically locking this shit behind paywalls. Maybe during Season 6 we'll have more theme team specific content. MUT Season is upon us.

This part I understand but with Williams or white you can only get one out of two of what you need for the final bonus so when you put the 85 overall in the past player still don't get the bonus
