It's 5.  After this week's Legend drop, I will have enough token for a 5th and I have never purchased a Legend pack where I would have received extra tokens.

Oh wow, I wasthinking I have 4 to pick so I'll have 5 I guess.   I hope this is the final drop, it usually is on super bowl weekend.
