Does the Division that you finish in change the reward in any way?

I.e If you're Hero I you receive 94 OVR Isiah Simmons.

Does that card or reward differ from the the 94 OVR Isiah Simmons you receive from Hero III?

No, as long as you are in one of the tiers you will get the card!
