Actually, I think people should be able to call the same play as many times as they would like. And I think the opposing team's AI should get an escalating recognition boost for each instance that it sees the same thing. By the third or fourth time the same play is called in a single game, man-cover defenders should be glued to route runners, zone coverage should shade more effectively, run defenses should shed more quickly, and for crying out loud!, safeties should not be biting on play action fakes. On the other side of the ball, receivers should be finding the seams in zone coverage, tackles should more effectively pick up edge rushers, and interior linemen should be picking up A- and B-gap blitzers consistently.
I hate workarounds that shield a programming team from fixing actual problems, and cool-downs or hard caps on the number of times a play is called is an acknowledgment that the play is broken and the response mechanics require attention.
