This is a big distinction I haven’t seen discussed. What Will Julio’s max speed be for example? 96 with zero chill? 97 with zero chill? 99 with zero chill and Eagles??? I literally have no idea what to do team building-wise right now.

Zero chill items get +1 speed if you have the welcome pack player in your lineup. Te for offensive boost and le for defensive boosts.
This is in addition to any TT boosts you would get based on your Chem tier.
So 40 TT can get 2 speed and stack with +1 ZC for players that fit the criteria.
