Anyone know if the packs are glitches? I opened the free 91+ BND and got a 98. Then I bought the ROH pack and pulled 2 98s from that one pack

You're just extremely lucky and/or fortunate.  It would seem as if those are glitched, or buggy, to have decent pack luck.  Congrats to you, go buy a lottery ticket.

I bought opportunity pack and got two 98s and 95 so that's easy 1.2 mill coins.
