The 12,000 Point packs are usually terrible.  I would avoid these at all costs.  You'll need to go on a case by case basis and try to inspect pack odds, once in a while you'll be able to find pack odds with ~45% success rate on certain LTDs.  For example, yesterday i grabbed the 5850 Point pack for AKA Crews and was able to pull a brand new Steve "Air" McNair LTD.  It's not consistent, but generally speaking, these are the "best" available.

From there, i'd focus on the various Platinum pack offers, because coins are king.  Check the "special deals" / offers tab in the store, you should see some decent options there, as well.  Hope that helps.  Most packs are pretty terrible, especially coin packs.
