country strong boosts it +1 and there are strategy items that boost it, there's a +1 for hybrid spot and a blue / purple for THP (offense slot)

This is what I use. I think this is the max boosts for Throw Power of +4.

Put Creed in your lineup (either the 88 AKA or the 94 Playoff version) with that AKA boost. Also the let it rip strategy item boosts it too. Blue one gives +2 THP and +1 deep accuracy. purple version gives +3 but I haven’t added that one yet. With Creed and that Strat, my QB Perry has 98 THP.
