They're in sets. If you go to Sets, then sort Program by 'Core Set', scroll down and you'll see something called 'Base Team Item Set'. Pick that. It will allow you to pick uniform, coach, stadium or playbook. Pick playbook, then pick which you want, offense or defense, and you can pick any of the 32 teams.

If you want an alternative, you would pick 'Alternate Playbook' instead of Base Team Item Set. Unfortunately, this gives you a random book (albeit offense or defense, your choice), so you can't pick your choice here, just have to get lucky.
