Hurts is fast and gets HRM.
Vick gets backyard qb which is hrm and playmaker in one. Probably the best qb ability in game right now.

If you wanted to equip hrm as an ability on any other player you would be looking to spend 3 ap. I think 4 ap is a fair cost for backyard qb considering the extra benefit
