Im thinking about building 89 gameday hero J love but i see a different set that is cheaper getting a 89 harvest hero(not gameday) fantasy pack.Does anyone know if he can be built with the fantasy pack ?

The GameDay cards have the chance to upgrade to a 91 if they complete the objectives. That's why they have their own specific set.
