The tier 2 bucket is always cheaper than tier 3 bucket abilities.

Is it the same ability in both buckets? If that is the case then I don't think there is any real difference.

There's no difference. It costs more because it is in the 3rd bucket which allows you to add more abilities to your players, but if you don't want to use any other abilities , then it plays exactly the same way whether it is on bucket 2 or 3
