I know this isn't entirely breaking news, but I've messed with a lot of stuff to try to get it to use the GPU instead of CPU. While the usage on the CPU is still way higher than it should be, I at least got it to run a little smoother and use the GPU. Go to nvidia control panel (I suspect Madden might be more incompatible with nvidia but I don't have any data on AMD cards ATM) and manage 3d settings and have openGL rendering GPU select your GPU. Some swear by windows settings>display>graphics settings and selecting the Madden app and choosing highest performance; I did this myself as it seems a logical solution but didn't find it made a difference. Limit FPS in game to the limitations of your hardware; in my case I am still on a 1080P monitor thanks to my cat destroying my last one and I went 60 FPS. Ensure it's on full screen and the native resolution of your monitor, have the settings on low (if off is not an option) other than texture quality which I have on medium ATM. A bit ridiculous how poorly optimized the game is for PC, but this does help in my case.
If all else fails, utilize your performance monitor and mess around with the settings (carefully; watch that CPU temp!) until it uses your GPU. I suspect what works for some may not work for others, but this is what helped me. It did not entirely fix performance issues, but it did help a decent amount. CPU usage will still be higher than any game I've personally ever seen unfortunately and they really need to fix that. Hopefully they do but having doubts here.
