They just gave him a Mold Breakers 99ovr card so why did they give him an UL card? I've never seen this happen in Mut. It makes no sense unless I'm missing something?

I'm lost on this one as well. I don't think you're missing anything. ULs don't get two zero ap buckets so unless that changes with this release it makes no sense.
Most other players that have two 99s are at least because one is a GT. Even steve smith who has ttr with the special x-factors and the red zone royales with two 0 ap buckets and a reason for why you might prefer one 99 over the other.
Purely speculating but I wonder if EA is contractually obligated to give a legend certain number of cards when they negotiate for the legend's rights. This is the only thing I could think of to explain why EA would want to release another Earl Campbell. Well aside from the two 0 ap buckets and EA being EA.

It just seems really weird. His 99 MB has 99's literally everywhere and is the better card. The only reason one would have to get his UL card is for the ×2 team chems.

That may be the case, if so perhaps they are obligated to give them say 5 cards in three years. They only intend to put him in one year so, instead of having to take the time and spend the resources required to develop a playable card for another game the following year, they simply cram all five into one game...? Or something?

The real dev team moved over to Madden 24 months ago, the interns are finishing off 23 and it shows!

I am so confused with this choice. There’s so many other RBs to choose from if EA wasn’t so cheap and bought rights. Or just upgraded players that are already in the game. Jim brown, Adrian Peterson, Edge (needs an RB card his TE is meh), cj2k has a 97 but could use a 99 more than earl. Shaun Alexander , Thurman Thomas, John Riggins, Tony Dorset, Gale Sayers, Tiki Barber, frank gore. If you wanted to make an earl Campbell a UL than upgrade or add Reggie bush, David Johnson (when he was a cardinal). I could honestly go on forever but I have to stop myself. Point is there’s a lot of good running backs who could get a 99 card
