Currently running Woodson, Revis, and Sanders at the CB position on my legends TT. What are the 3 best CB's at this time for the TT?

There are so many great options, I'd say some of it depends on your scheme/what abilities you want to use on them. 

While these aren’t all ULs, they do all get Legends chem
Man: Anquan Boldin (gets One Step Ahead for 0 AP), Darelle Revis (gets One Step Ahead for 1 AP). 
Zone: Any of these items (they all get 0 AP Deep Out Zone KO)

The best 3 are probably randy moss anquan boldin and Deion Sanders. However if zone is your primary scheme Woodson will be better than boldin for sure.

I primarily run man and for me it's sanders boldin & revis. I preferred Sherman to woodson when I had both tho.

Thanks again Hurc! Still got some more work to do to attempt to hit 99 overall. Gonna try to pick up the Greg Olson GT to help at the TE spot and still waiting to see what the Vick GT is gonna look like!

I'm not using Legends (or UL specifically), but i've had fantastic success with; Lester Hayes & Anquan Boldin on the outsides, with Deion Sanders and Sherman in the slot on my 49ers TT, however lately i've swapped out Sherm in favor of Revis, now Aeneas Williams... as both get the 0AP Inside Shade which is lovely.

EDIT: if it wasn't already obvious by the ability selection, i'm running lots of Man.

For me, Woodson is very good for me but I’ve also heard Sherman and Revis are good
