Do I need both PLE and gunslinge? Or is PLE basically gunslinger?

You need both, ple increases velocity, gunslinger increases throwing speed

How is there a difference between velocity and speed? Like what does it look like?

PLE increases the speed of the ball while it's in the air. So once the ball leaves the qb's hand if your qb has ple it will arrive sooner than if your qb had no abilities.

Gunslinger increases the speed of your qb's throwing motion. So a qb with with gunslinger will take less time to throw compared to a qb with the same release without gunslinger.

You don't necessarily need gunslinger. If you're qb has a fast enough release you could get away with not running it.
