So, couple questions about Mahomes and SOE (Short Out Elite), was it Nerfed?

So, I have Short Out Elite on Randy Moss, and he is being pressed a lot, yet he is not lighting up with Short Out Elite. Did EA Nerf this ability? 

Also, anyone know why 99 Mahomes with GS, PLE, Fearless, cant make a throw on the run? I like him in the pocket as his release is lightning quick, but sometime he make so F'ed up throws even in the pocket. Him throwing on the run? Forget it......all misses. 95 Dak Prescott with only PLE and Red Zone Dead Eye was wayyyyyy better on the run. Mahomes has a great, quick release, but as said he makes some dog sh*t throws even standing in the pocket. And on the run is atrocious most of the time. Should I switch to Mcnair or Herbert despite them not having the lightning quick release? Or how about Tua with SLinger 1?

Who the F knows. Short In and Short Out is only supposed to improve catching, according to EA Sports, but actually F's with the route running.....Who knows what does what?
