Idk that I would call a 500k CB budget but I see your point that he’s basically a rental and way cheaper than the other corners you listed.
I would think if you put him in H2H against a slew of abilities, adjustments, and motions he would get cooked like a hot dog at a bonfire. He would likely not be your best corner in H2H in a man scheme.

man in h2h he is my cb#3 and he had no issue cooking
solos depend of the challenge i blitz a lot
