There is no possible way that the National Guard provides better educational benefits than Active Duty. 

I don't have the time or knowledge to debate you on this, but here are the rates for the Montgomery GI bill for active duty, and here are the Montgomery GI bill rates for the National Guard. Active duty is much higher, which makes sense since active duty is engaged in more Army service during a typical year than National Guard.
