Omaha is an x-factor and Film Study is an ability. It would probably be a 1 AP passive x-factor similar to Mahomes and Stabler's Run and Gun or Gronk's vanguard passive x-factors for 1 AP.

I understand that, I’m just saying that Omaha and Film Study are similar in function, meaning that they could/should be the same AP cost if they’re always active.
