Nope. It's coming out in March, and the nominees are going to be revealed on Friday on GMM. Look at some of Slammer's posts for more info. 

They will likely be 97s due to the delay

EA said a while back that TOTY would be pushed until closer to March. This is a link the Slammer's thread with the content schedule for this week. Voting will start later this week with a special stream on Friday to reveal the TOTY honorees along with some other info.

no we are getting TOTY Fridary February 24th Team of The Year voting will run from friday to sunday

This is false they said when it was confirmed TOTY was pushed to Mach that Voting would 100% be in Feb.This does not mean its Feb 24th by any means.Could it change yes 100% but as of right now its 100% in March per EA
