Thank you guys! I think I got a plan now to get the best use out of these, and maybe even make a lil coins or at least break even and upgrade my team.

Totally fair enough kind sir, it certainly feels that way when I get the chance to play. Spend most of my time playing around with my lineup and doing useless challenges.

They have a compensation (financial) agreement with with NFLPA for the rights to every single current and most former players (including legends).NFL players are not compensated directly from EA.
So, any player mentioned here that EA "doesn't or may not have the rights to", retired or not, is not accurate and EA can include in the game, so long as they're in the NFLPA.
They have all players' NIL rights through the NFLPA deal and individual players are not paid directly.
For example: EA doesn't call Randy Moss and ask him how much money he wants for EA to use his NIL in Madden. They already have those rights through the deal with the NFLPA, which represents every single current and former player in the financial discussions and deal with the EA Sports.
Basically, the NFLPA is the agent for all of the current and former NFL players for their NIL for Madden as long as they're a member of the NFLPA.
And just for knowledge, the teams logos and such, goes through the deal with the NFL, not the NFLPA. It's a seperate deal. The coaches also have a seperate deal with EA Sports through the NFLCA (NFL Coaches Association). This is why Bill Belichick isn't in Madden. He is not member of the NFLCA.
I am mentioning this because EA can make MOST any player a card that they want. Retired or not. Legend or not. Its already paid for in the contract deal with the NFLPA.
FYI: NFLPA is the National Football League Players Association (the players union).
So, when EA isn't introducing new cards or names? Its usually not because they dont have the rights. They just decided not to give that player a card or include them in the game.
I really couldn't tell you the small list of current and former players that are not a part of the NFLPA. Its small. If you see an authentic NFL jersey for a certain player, they're in the NFLPA.
