With them making a TOTY Champion set using the weekly tokens do we think these tokens end up being universal through the year?
If so I think the strategy is hoarding them till Chill/SB and hoping to get lucky with their 87+ rolls

It looks to be the case.
A lot of the WS token sets have an expiry date which goes way beyond the expected end of the 26 cycle, and the stars you earn from challenges to get more tokens have several tiers, tiers that should stretch across multiple seasons.
So yeah, hang on to them unless there's a player you absolute have to have on your team.
