Do previous sets made from last week's TOTY drop, count towards the set that goes live today?

None of the completion sets are even able to be completed until today. Whatever sets you did are not the completionist sets.

I'm talking about the basic offense, defense or specialist set for a 97. I suppose the completion set is a different animal all together.

No they aren't part of it. If you filter toty sets youll see the completion sets. Its all 97 offense/defense cards etc will cost millions of coins.
