If you prebuild, you can save a bit, but prebuilding doesn't come without risks, most notably not knowing what the set items will be.
There's also the matter of how the program is rolled out. In MUT 23, the Rookie Premieres converted to heroes at the time of MUT 24's release. You could obtain one for each of the league's teams, and if you did collect all of them, you could complete an Ultimate Champion set. These items were cheaper, and if you were a new or casual player, you could get some good items at an affordable cost. I really hope EA brings this format back.
During the past two years, Rookie Premieres were built from many Redzone Royale champions, which in turn were built principally from varying numbers of 91, 93, and 95 OVR items. In MUT 25, you needed 96x 95 OVR items to build 24x 97 OVR Redzone Royale heroes, which in turn built the four 99 OVR Redzone Royale champions you needed to make a single Rookie Premiere. I was able to obtain most of those 95 OVR items at under 30,000 coins, which put the total cost of building each available Rookie Premiere set at about 6 million coins total.
I had also hedged for the possibility of needing different items by purchasing items that had the versatility to be rolled into sets of differing OVR's. This approach on-balance is far cheaper than waiting for the sets to be revealed, at which point the Auction House gets swept clean, and the market resets for the rest of the time that Rookie Premiere sets are available. For the past couple years, prices for most of these items doubled from their pre-reveal prices.
