Every card that is or can become 90 OVR or higher and was released at or after December 2 gets frozen abilities.

This includes every Zero Chill drop (including Ghosts of MUT, presents, and Merry-Mix Up) Legends Part 17-20, TOTW Week 12-15 and Players of the Month, Holiday Highlights Parts 1-4, all Season 4 players, NFL Rivalries Breece Hall and Devon Witherspoon, Gauntlet Chase Brown, and Twitch drops Drake London and Mark Ingram.
