When my opponent runs hurry up offense, quite often one of my CPU DLineman will line up offisdes
I understand this may happen in real football
But how come there are never any penalties for offensive line, either false start or illegal formation

I've seen this mostly happen when making adjustments and getting quick snapped. You have to stop making adjustments before your opponent snaps the ball to increase your chances of avoiding this penalty.
That being said, I agree with you. There should be more false start penalties when quick snapping.

The worst is when my opponent hurry ups, I get an interception or a great play on defense
But then I notice an offsides that has no impact on the outcome of the play
