I have it on my DLineman and they still will volleyball tip passes against their chest like 5 times before it falls to the ground as an incompletion

I've honestly been seeing way more Tip Drills trigger on my DBs, due to the sheer number of missed wide open picks or swatted/batted balls... although Barno has had at least one of those shoestring picks in the past 1-2 weeks, during Squads play, we were discussing this very thing. I ran Tip Drill on Poe (DT) for the longest time and i'm not sure i ever got a single shoestring pick from it. As you pointed out, the chances (albeit extremely low) are probably just as small without the D-line Tip Drill ability.
Thankfully, our linebackers and D-line can animate and make plays on the ball without needing Lurker (or LurkArtist) ability, that Ryan Shazier effect was long lasting. Safeties and Corners are getting some decent number of Tip Drill animations, those passes into coverage that get slapped away by one defender, can almost immediately get scooped up by the nearest Tip Drill defender.
Then again, it works about as reliably or effectively as Pick or LurkArtist this year, which is to say, even some of the better abilities in the game have a ridiculous amount of variability and inconsistency to them. Which can be a good thing in certain instances, but it doesn't make for consistent gameplay.
