Can Zero Chill players still be upgraded?

Hi guys, recently started playing Madden since it was on sale.

I have a Seahawks theme team and noticed Ernest Jones IV Zero Chill is still 60k+ despite only being 87 ovr. I know you could upgrade him to a 93 and then it would make sense that he's at that price but why is he still 60k+ if you can't upgrade him anymore?

If you have an upgrade token, you can upgrade him. If you dont have one, you cant get one.
